The 1830s and 1840s were periods of urban development, including the development of the first suburbs, as the town grew rapidly when ships began arriving from Britain and Ireland with immigrants looking to start a new life in a new country.

Because a large proportion of New South Wales population lives in Sydney, state governments have traditionally been reluctant to allow the development of citywide governmental bodies, which would tend to rival the state government.
